You need enough moisture to make the powder into the consistency of a smooth toothpaste. If it's too thin, it will run, if too thick,
it will clog your applicator tip (if using one). Make sure you let it sit, covered for several hours, or better yet, overnight and at that tiome you'll need to add more oil or water as the powder will have absorbed it. Just remember....smooooth toothpaste.
