Even in a simple formula, it takes acid to make the henna stain. I wouldn't want that near my eyes. I don't know if the henna itself would be a chemical irritant - certainly the powder would be a physical irritant. Definitely I wouldn't want clove oil or any of the fancier ingredients near my eyes! Then again, even if I could deal with tattoo pain, I don't think I'd let anyone near my eyes with a needle unless it was to save my sight. In general, henna on the face doesn't last very long because the skin exfoliates fairly fast there, taking the henna stain with it. I don't know about the eyelids in particular. As the stain fades, it often becomes orange-brown and can also become patchy, so the color would either need to be re-done or covered up when this happens. Basically, it's not an experiment I'd recommend, but if you really want to try, then first do some simple henna on safer skin 'til you see how it works. Then maybe try on your face, but not near your eyes. Then if you do decide to try an "eyeliner", take some serious precautions and have someone around to help you just in case, please. Look for Indian grocery stores, and ask for henna when you get there. Most don't list on the web. If you don't want to visit a store, then use one of the online sources (others on this forum have had good experiences with several suppliers - look for recommendations).
