The dancers on this forum can help you with this more than I can, but
I know that even today, scarves are tied around the hips of a dancer
to accentuate the movement of the hips. The knot is tied at the
front "corner" of the hip. Usually the main person dancing in a
group will have the scarf around his/her hips...and the scarf can
also be a "tag you're it" type of thing where the person who gets the
scarf tied around them has to go dance in the middle of everyone.
The image you found could be someone swinging the scarf to put around
themselves, or around someone else's hips.
