I've been in some prickly situations where a child wanted a henna, and the parent with weekend custody was making the decision to or not to allow based on how interesting it would be to infuriate the ex-spouse! Nasty one! If you're in a venue that might get sued ... school, public library ... ask what policy they have. I ask for parental consent for anyone under 16 ... verbal will do for me if the vibes are right. That's not going to hold up in a shopping mall or big venue, though.
