Some tattoo (the pokey bleedy ouchy needle body art thing) artists DO
use India Ink as their tattoo medium, instead of tested approved
sterile specially formulated tattoo inks. India Ink was standard for
"prison tattoos" for a long time.

That may be what they are referring to, and what they are deeming
illegal because it is unsafe.

(Ever seen a tattoo gone septic? Yummy!!!)
