Because henna is a natural plant substance, the statement, "By law, FDA does not have the authority to approve cosmetic products or ingredients, except for color additives. However,regulations prohibit or restrict the use of several ingredients because of safety concerns." is crucial. The relevant statement on pre-made and homebrewed henna paste is: "Warning: The safety of this product has not been determined." The safety of guacamole on skin hasn't been determined either, so both are in a "grey" area when smeared about. Looks like the FDA has no authorization to rule on plain traditional henna paste mixed at home with lemon juice .... Anyway, Weld this onto your forehead! Yes, henna is as safe as the milk in your fridge ... but there's a legal issue (and many people are allergic to milk, too!). DO have a look at the ALL links and see who's being detained.... fascinating reading. The bottom line is: henna that is 100% pure henna and labeled for use on hair will get through customs just fine. You can mix that up in your kitchen and in an inconspicuous way, have a wonderful time with it. If you want to import pre-made tubes of henna for body art with unlisted ingredients...especially colorants ... don't expect the package to get through customs easily.
