It's an allergythat manifests as itchy, red, scaly patches on the skin, usually symetrically located on the body (ie, if it's on one knee, it's usually on both) - sometimes called contact dermetitis. It can be caused by almost anything the person is allergic to - from airborne allergens (even bad pollution) to contact with grasses, etc. and sometimes stress even. I have a client that has it and is allegic to a lot of scented lotions and soaps as well as many other things. On her, I have had great success with henna powder, lime juice, sugar and a bit of tea tree oil since it's good for skin ailments. It helps to ask what their allergies are.
