When do do what in mixing

I know we can't determine exactly at what clock-time to do each part
of the mix, but are there benchmarks? For example, after mixing the
paste, at what point do I add in the terp oils? Do I need the paste
to be at full efficiency first or am I adding before or after peak?
I'm going home to mix up some of my moroccan henna tonight for a fair
starting tomorrow night.
