You're absolutely right ...
if the FDA stops henna coming in .... that will do nothing to stop the
PPD injuries. It will, in fact, make the problem far worse.

I doubt if the FDA is going to stop PPD at all, there's too much money
behind the cosmetic industry. There already have been several papers
presented to the FDA by the American Cancer Society, etc, linking PPD
to bladder cancer and Non-Hodgkins Lymphoma, but, like the tobacco
industry ... the links were refuted by cosmetic industry lawyers.
