It was written in response to the American Red Cross using all of itsbudget by June or July and not sure what they were going to use for
the remaining six months. Gordon Sinclair, the author, was outraged
that for all the aid they had given internationally they might not be
able to help if something bad happened in America. Interestingly
enough it was written in 1973 in about 5 minutes. Sometimes the more
things change the more they stay the same.
