having problem with transfers

Hi there,I can't seem to get my transfer designs that I made with tracing
paper and a hectograph pencil to transfer to my skin. I lightly wet
my skin with water, put the transfer (pencil side down) and lightly
wet the back of the paper (pressing, but not smudging). No go. I
also tried it with a light treatment of oil. Any hints as to why the
design is not "jumping" jumping onto my skin? Thanks so
much.
