It is possible. I would keep some of them available but remember if
people want their own designs they will come to you as stencil will
be limited to particular designs. Just be faster. Let them sign up
for their turn, Get money and give the customers ticket and sign them
before handing it. They may come later for the design, if there is
rush on your stall. Keep Cones of all the sizes available for the
thinner and thinker lines in line. Try to make not very thin designs
as they will eat up your time. Decorate your stall with sari and
colored clothes(I saw someone's posting about decoration this or last
month on the forum). Keep some bindies available to decorate the
designs. People do get fascinated. I hope you decorate your hand with
one of the design. In last fair I was asked for small bindies and
specially the diamond stone one were sold out.
Make copy of how to care after applying and hand over to customers as
they get the design. You will save your time explaining in case there
are many people around.
