A quick and easy way to scale things down is to use Paint- which should be standard for a PC, if we're talking Mac, I'm hopeless without Photoshop! Anyway, open the picture up in paint. Once there, go to (File bar) Image: Stretch/Skew. A box will pop up with stretch and skew options both horizontal and vertical. On the Stretch options (only) clip the pics down however much you feel necessary. Just remember that it has to be the same % amount; you can't do 25% horizontal and 45% vertical. I opened up a sample file that was almost 2MB in size and typed in 50% for both. Doing that took the sample file down to approximately 460MB. Like everyone else I lend my praise to Photoshop. If you are a student I know you can usually get a very discounted price on Photoshop. As a last resort, Kinko's usually have graphic programs on their computers.
