Applying henna to hair?

I just recently purchased a package of Surya hennna. The directions
say to apply to clean hair, but unfortunately don't specify whether
the henna should be applied to wet or dry hair. The 800 number
listed on the package is wrong and I can't seem to find it through
information. Does anyone know?

Also, I recently used a dark red semi-permanent color on my hair,
which has since faded. I'm a bit wary as to how the henna will
take? Any advice? Thanks!
