It probably was eyeliner, that's what most dancers use for facial
tribal "tattooing." Most dancers either try to reproduce actual
facial tattooes (tribal patterns and protective patterns) though some
modern tribal troupes make up their own designs.

If a dancer is really trying to imitate a facial tattoo, especially
north african ones, the best way to make it close to "real" is to use
blue, or a mixture of blue and green eyeliner. Black works, too,
(most tattooes are blueish or greenish though) I especially like
waterproof black liquid eyeliner for that (which doesn't look as
accurate, but it doesn't smear)
