There are two techniques ...
1) make a slightly stringy paste (like something with okra) and do the
dab it on draw it out sort of stroke. The threads that pull out can
both work for you and against you. You have to practice and work
within the limitations ot that media..... your design motifs will use
lots of ! shapes (dab and then pull out a streak) ....nice for vine-y
foliage!
2) a dryer but well sifted paste, not stringy ... again, dab, and
pull but you wont have the long threads to work with or against.
Think of patterns that use lots of dots or teardrop shapes. You can
also lay flat lines with the side of the toothpick.
There isn't anything you can do with cones that you can't do with
toothpick, but the toothpick will take you a damn sight longer.

There are some hennaes that will never be suitable for cones .... use
toothpicks for them.
